VERALL GOAL

MISSION

The programme addresses the need for more inclusion of persons with disabilities in technical vocational education and

training (TVET) and to improve linkages between TVETs and the labour market to ensure sustainable (self) employment

for TVET graduates (in particular youth with disabilities). The programme is implemented in Kenya, Rwanda and Ethiopia

and has formed partnerships in each country with 2-3 TVETs (7 in total), government departments/agencies, disability

organizations/councils, youth employment and recruitment agencies, and employers’ associations and enterprises.

The programme has a pilot character with a focus on developing good practices, taking time for linking, learning and

sharing to contribute to a model, which can be replicated/scaled up. Therefore, the programme aims at interacting with

government departments responsible for policy formulation and implementation trajectories. This programme wants to

serve as a vehicle/springboard/forum where stakeholders that already have either an obligation or desire to make TVET

inclusive for marginalized youth with disabilities, can come together and make the intentions reality.

At least 200 youth with disabilities per country (625 in total) are selected and supported in training and finding (self)

employment. Employers and (self)-employment (support) agencies are trained in inclusive workplace management and

inclusion of disabled employees/producer groups is promoted in different ways.

HE SOLUTION THAT HAS BEEN DEVELOPED

The EmployAble programme aims to address the need for more inclusion of persons with disabilities in TVET (Technical

and Vocational Education and Training) institutions, with the goal of seeing youth with disabilities in these three

countries being trained in appropriate and relevant skills in mainstream training institutes, and consequently having

sustainable (self)employment. The programme has its focus on developing good practices and thus serves as a place

where interested stakeholders who want to make TVET inclusive for youth with disabilities, can come together and

realize their intentions.
