HE SOLUTION THAT HAS BEEN DEVELOPED

Since 2008, children with special needs have been attending regular classes, and the Guangzhou special-education

centre and Guangzhou Yangai club for the parents of children with special needs have supported the children’s learning

in regular classes though the “Harmony Love Line” plan. In 2012, this programme became more actively promoted in

Guangzhou with the support of the Education Bureau, the general school, the special school, civic organizations, and

parents. The project is under the comprehensive management of Yuexiu Qizhi School and is supervised by the special-

education teacher of the “Harmony Love Line” project team, dispatches trained special-education assistants to the

campus to carry out the plan, assists disabled children to gradually adapt to general school life, promotes good learning

habits, and develops communication and exchanges with teachers and classmates to meet their special education needs

and improve the quality of learning in the regular classroom.

The programme is also working to promote policy changes to strengthen Guangzhou’s special education capacity, and it

is widely involved in building the landmark basis of inclusive education. Using scientific and effective advocacy

strategies, it has created a system for advocating successfully. This includes:

Speaking the facts

Speaking to the public (e.g., reasonable use of the media)

4)

Speaking to professionals (e.g., conducting seminars and roundtable meetings)

5)

Speaking to the government (e.g., proposals to Congress of National People, appeal to the local mayor).

Speaking on behalf of the public voice (absolutely reflect needs of most people)

7)

Strive for more stakeholders (when everyone picks up wood, you make the fire higher)
