O

VERALL GOAL

/

MISSION

This project has two main missions. The first goal is to develop a cadre of Southeast Asian disability policy leaders that

are blind or visually impaired, deaf or hard of hearing and/or mobility impaired. That is because they shall help to

develop, implement and monitor disability policies in the region. The second goal is that the project wants to serve as a

leading think-tank on disability policy.

T

HE SOLUTION THAT HAS BEEN DEVELOPED

The Convention on the Rights of Persons with Disabilities, especially article 33, states that there are persons with

disabilities needed that are actively involved in the development, implementation and monitoring of public policies

related to persons with disabilities. To fulfil their task these persons need to be trained well in various aspects of public

policy and afterwards be placed within governments, but also in the civil society and the NGO sector. To reach these

goals the Institute on Disability and Public Policy developed, first of all, a master’s programme in Comparative and

International Disability Policy, that is the world's first and fully online available. The Institute also developed an

accessible cyber learning environment by using commercial and open source software and graduated two cohorts of

Institutes Fellows that are blind or visually impaired, deaf or hard of hearing and/or mobility impaired. Then they

transferred this approach to the Southeast Asian region and now support academic collaboration in disability policy

amongst their network of 20 university partners. They also developed the Accessible Cyber teaching Training Program,

held four workshops on Inclusive Education and completed two research projects, resulting in scholarly book projects,

to accomplish their mission.
